if the graffitti went up i expect it would get covered over quickly ?

I don't think the nationality of the builders has got anything to do with the wall. I expect Persimmon instructed the builders to put up a cheap wall which is what they have done and the council seem powerless to stop them.

I expect the tax payer will end up footing the bill for repainting in the same way we end up paying for pothole repairs caused by lazy contractors not doing a proper job. The council needs to make builders and contractors accountable for the quality of the work.
