Peter Mancini's comments via Village Voice seem to be rather late considering CDC has already decided that there should be no charge for parking in Market Place.
 
I seem to recall he was at the public meeting about parking and that he did stand to express his views that he was in favour of charging.  He was probably the only person in the room who was!
 
I suspected that he lived in the centre of the village and therefore had all the shops and facilities right outside his door.  It is a large village and not everyone can be within practical walking distance, either to do some business or pick up a few items to carry home on foot.
 
He is right in saying that the Special Parking Area should be self-financing.  However I understand that it is running at a considerable loss due, possibly, to the cost of putting in the parking paypoints and the administration to run the scheme.  I admit I am not much good at economics but it seems to me that if the parking had not been charged in the first place there would not have been need for the paypoints and associated administration and therefore there would not be such a loss. 
 
I would love to know what the research is that "....has shown that parking charges are not a major disincentive to short stay parkers (mainly shoppers)."

Well, it probably not a disincentive to him as he lives in the centre of the village.

Just had a thought - isn't it interesting that he has persuaded Elaine Quigley to air his own personal views in the Village Voice which is not open to replies?

There are a lot of assumptions being made too. He seems to suggest that CSP is missing out on £561K of sales because 18 cars park all day in some spaces where they shouldn't be park. Leaving this aside, it supposes that these potential shoppers then give up and go elsewhere, wheras it is more likely that they will occupy other spaces as they become vacant, park on Market Street instead or use the pay & display car park (for as he points out, paying for parking is not a deterant to the shopper). Therefore the figures are meaningless. 
 
One thing he does point out and that is that there are a lot of parking spaces available in the village. This means that any pub or restaurant opening (The George for example) cannot have the lack of parking as a reason for objecting to the business opening.

A reply to your points from Peter:

I am not a Registered Forum Member and have been allowed by the Forum Administrator to reply to the posts relating to parking in Chalfont St Peter.

 

Please note the following:-

 

(1)   My letter was sent by e-mail to the Buckinghamshire Advertiser on the 27th January, 2008 but was not published.

 

(2)   I had informed Councillor Desmond Quigley that I was about to send a letter to the Buckinghamshire Advertiser and he asked to see a copy which he subsequently presented to the Parish Council Meeting held on the 28th January, 2008.

 

(3)   I did not persuade Elaine Quigley to air my own personal views on Village Voice because it is not  open to replies. Elaine asked me at the end of the public meeting held on the 15th February, 2008 if she could publish my letter on Village Voice. I note that it was not in fact published until the 26th May, 2008.

 

(4)   I was informed by Elaine after Mass at St Joseph's on the 31st May, 2008 that Michael Day had posted a reply to my letter. Until I subsequently visited the websites I was not aware that one could not respond to articles on Village Voice or that the various Forums existed.

 

(5)   If jessama was at the public meeting on the 15th February, 2008 then I am very surprised that she has been unable to recall that I said:-

 

  • The Buckinghamshire Advertiser had decided not to publish my letter but it had been circulated at the Parish Council Meeting held on the 28th January, 2008.
 
  • Before writing the letter I had spent over 30 hours of research on the internet and had been very surprised that on-street parking charges appeared to be not only a matter of contention in Chalfont St Peter but also in many other local authority areas throughout the UK and even in  many towns and cities in Europe and the US.

 

  • The experience of many local authorities in the UK had shown that on-street parking charges for short stays had the effect of significantly increasing the turnover of cars parking and their introduction had generally been a success.

 

  • I then asked that if this was the case then why should on-street parking charges not be a success in Chalfont St Peter. I seem to recall that a number of persons present applauded me.

 

  • When I moved into St Peters Court in 1979 parking abuse in the village centre and particularly the Precinct Car Park was being publicly debated and here we are, 29 years on,  and the problems have still not been resolved and are still being debated.

 

  • Workers were parking all day in the Precinct Car Park and yet at various times there were potential shoppers queuing to park there.

 

(6)   I do some of my shopping in the village but I also shop from time to time in Amersham, Uxbridge, Gerrards Cross, Slough, Beaconsfield and High Wycombe. I have to pay parking charges in all these places which I am happy to do so in return for the convenience of having parking facilities provided for me to use.

 

(7)   I am a solicitor and retired from full-time employment over 4 years ago after working for 23 years in the City in insurance and reinsurance. Prior to that I specialised in planning law with the house-building subsidiaries of one of the insurers and am reasonably capable of doing my own research or collating the research of others in respect of traffic matters. However, of far more relevance, I have lived in Chalfont St Peter for 39 years. For 10 years on Gold Hill East and for 29 years in St Peters Court and have some knowledge and appreciation of past and present parking practices and problems in the village.

 

(8)   My letter was an alternative view and represented a collective appraisal of research carried out by experienced traffic consultants. The calculations were my own based on principles derived from their research. I do not have any strong feelings either for or against parking charges. Parking facilities can never be free for someone ultimately has to pay for them.

 

If we take part in debates on the internet then we should do so only with a mutual respect for the views of others. From time to time we must accept some harsh criticism and even ridicule. However, we must not recklessly attribute dishonourable motives to others and thereby question their integrity and honesty by innuendo.

There are more shops in Uxbridge, so you'd expect to pay. But certainly Gerrards Cross and Amersham have free parking for short stays, why shouldn't Chalfont St Peter?

In car parks?  Roadside maybe, but I have searched the relevant sites and cannot find any free daytime carparks (Amersham Council Offices free after 5.30pm and weekends).
 
Btw - GX car parks (and South Bucks) now charge for Sunday parking - £1 all day!  So even more reason for cars to park illegally outside M&S.  I saw some cars being ticketed the other Saturday evening.  No excuse as the car park opposite is free after 6pm.  Just too lazy to walk across I suppose.
